Free tuition benefits the better off


Moving from the PISA report to a report from an education quango, the Student Awards Agency for Scotland, it seems the SNP took the liberty of tampering with some of the wording in the report that reflected badly upon the government.

This was the removal of a reference that linked cuts in grants to poor university students with the need to find funding for the much-trumpeted free tuition policy. Shirley-Anne Somerville, who is the higher education minister, admitted the phrase ‘with the aim of protecting free tuition’ had been removed from the report.
