London— Boris Johnson, the flamboyant former mayor of London who led the campaign for Britain to leave the European Union, takes himself out of the running to be prime minister on June 30, saying he would not seek the leadership of the ruling Conservative Party. Johnson had been a favorite to succeed David Cameron but found his candidacy collapsing when his ally in the Leave campaign, Michael Gove, said he would run for the job. Critics blame Johnson for not having a plan for after the vote, suggesting he never expected to win. Home Secretary Theresa May was seen as the front-runner after Johnson’s announcement.
