WHO LICENSED YOU TO SLAUGHTER PEOPLE?

On an unnamed planet thousands of years in the future, a mad computer controls the development of two groups of humans, separated by a force field. The Doctor explains what’s going on in Part Three of The Face of Evil: “Outside the barrier, physical courage and strength. Inside the barrier, paraphysical achievement and the sort of psi power you [the computer] used against Leela. It’s an experiment in eugenics.”

“Eugenics was propounded by the Victorian scientist Francis Galton,” explains Subhadra Das, curator at University College London Science Collections. “He came up with the idea in the 1860s and the term ‘eugenics’ in 1883. It was already known that you could selectively breed animals to suit different purposes. Galton’s idea was to apply that to humans. He said you should be able to measure those individuals within society who have the greatest intellect, physical ability and physical attractiveness, and then encourage them to have children to pass on those positive traits and improve the human species as a whole.
