THE 24th of August saw the publication of the 2015-16 edition of the Government Expenditure & Revenue Scotland report, also known as GERS. In one substantial sense this has been a departure from the normal schedule as these reports have usually been published in the March following the financial year examined. However, in an effort to provide “more timely” publishing and to accommodate several other methodological changes to do with the ongoing transfer of powers to the Scottish government this schedule has been changed to August.
