Marawi, Philippines— As President Rodrigo Duterte continues his deadly drug war, fighters allied with the Islamic State militant group seized part of this city on the island of Mindanao last month, setting off deadly clashes with government forces that pounded the militants from above on June 9. The fighting has left more than 200 dead and displaced tens of thousands. Duterte has tried to intimidate the Islamist militants. “Get me a terrorist,” he said in April. “I will eat his liver.” Yet critics say he was unprepared for the ISIS advance. He now has backup: U.S. special operations forces are helping the Philippine military in Marawi.
