Days after this storm struck the Gulf Coast, at least five people had died, and many more were injured. Thousands called 911, begging for help and overwhelming operators, as rescue crews braved the flooded streets. The federal government planned to send 5,000 workers to help, but it may take billions of dollars—and a generation—to recover from the storm.
