DESPITE AN OFFICIAL POLICY OF NON-INTERVENTION in the affairs of others, the Time Lords secretly ran black ops missions in order to safeguard their interests – often using the Doctor as their agent.

When the Master stole their file on the Doomsday Weapon – a device capable of making stars go supernova – the Time Lords restored the exiled Third Doctor’s freedom long enough for him to travel to the planet Uxarieus and foil his arch-enemy’s plan (Colony in Space). Later, they dispatched him to the planet Peladon, where he helped broker a deal at a galactic peace conference (The Curse of Peladon) and used him to deliver important information to Ky, a young freedom fighter from the planet Solos (The Mutants).

When the Doctor asked for the Time Lords’ help in his battle with Omega, they obliged by sending both his former selves. As a reward for his ultimate success, they then released him from his exile (The Three Doctors). Once again free to roam time and space, the Doctor was forced to send another request for help after being shot by the Master. It appears that the Time Lords subsequently helped him pursue the Daleks to Spiridon (Planet of the Daleks).
