Houston—Thousands of homes near Lake Houston were flooded after Hurricane Harvey struck in late August. Harvey was the first major hurricane to make landfall in the U.S. in more than a decade and the wettest on record, displacing more than 30,000 people and causing at least 47 deaths. Preliminary estimates suggest the storm could be the costliest natural disaster in U.S. history, with a price tag of up to $190 billion.
