WHEN JUSTIN TRUDEAU won the federal election in October, the arts community’s initial response reminded me of the scene in The Wizard of Oz when the Munchkins cautiously make their appearance after being cajoled out of hiding by Glinda the Good Witch. There was a feeling of cautious optimism, especially after the appointment of Canadian Heritage Minister Mélanie Joly, who clearly has a passion for her position: in 2010, she became the first Quebecer to receive the Arnold Edinborough Award, which recognizes leadership and volunteerism within the cultural community.
