The Dinwoodie Interview

BEHIND Bruce Adamson is a framed copy of the famous preamble to the United Nations Charter, drafted as war ended in 1945, and the Children’s and Young People’s Commissioner for Scotland is given to quoting from it.

“We the peoples of the United Nations determined to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small …”

At the other end of the room hangs a copy of his warrant of appointment, signed by the Queen, and its significance is that he is in post on the recommendation of the Scottish Parliament, not the Scottish Government, thus stressing that he is independent of Ministers and there to hold them to account. They can’t sack him. But Adamson points to the internal glass wall on his right and says: “That is where I consider my real mandate comes from.”

It is covered by felt-tip pen signatures and messages from the young people who have come in to offer their views and work with the Commissioner and his team. “Am honoured to be part of your team,” writes a member of his 11-strong Young Advisers Group, Winnie Thomas. Others on the wall included Members of the Scottish Youth Parliament, and youngsters who have been encouraged to become “human rights defenders”, empowered to defend their own rights and those of others.
