Hell and High Water

ST. MARTIN

Philipsburg, St. Martin—An aerial photograph shows the damage Hurricane Irma inflicted on this tropical island on September 6. Jacques Charbonnier, a resident of St. Martin, told The New York Times, “People are fighting in the streets for what is left.”
