The history of Doctor Who has been one of showrunners, story editors and other creators gainsaying things incontrovertibly established by their predecessors.
Story editor David Whitaker was emphatic that the Doctor couldn’t change history (“not one line”); his successor, Dennis Spooner, then wrote a script (The Time Meddler) about a character trying to change history. Spooner’s successor, Donald Tosh, decided the Doctor couldn’t change history after all. Gerry Davis thought that the lead character could, obliquely, be referred to as ‘Doctor Who’. Derrick Sherwin thought the Doctor should be exiled to Earth. Terrance Dicks sent the Doctor on missions through time and space. Anthony Read introduced a Randomiser to explain the TARDIS’ travels, Douglas Adams ignored it and Christopher H Bidmead got rid of it. Eric Saward got rid of the sonic screwdriver but had no problem with the Doctor using a gun. Andrew Cartmel decided to throw out all the Time Lord baggage and to create his own, more mysterious Time Lord baggage. And Matthew Jacobs broke the long-established rule that time travel can’t be used to restore the dead to life.
And then there’s Gallifrey. Russell T Davies had the Doctor destroy it in the Time War… until he decided it was time to bring it back. Steven Mo. at then decided that the Doctor hadn’t actually destroyed Gallifrey in the Time War; he established that the Doctor was on a lifelong quest to . nd Gallifrey, which he then did, almost immediately. Which meant that Chris Chibnall could destroy it again.
