Hours later, the United States and Russia agreed to a cease-fire that was to take effect on September 12, but fighting continued, including a strike on a busy market in Idlib that killed dozens of civilians. Residents in the area told Reuters they believed the warplanes were Russian. The latest truce is supposed to bring unrestricted humanitarian access and joint Russian-U.S. military action against the Islamic State militant group, also known as ISIS, and the Nusra Front.
