The team putting everything together needed to throw the spy snappers hiding in the bushes off the scent, but they could only choose from the selection of letters that make up Alvis and Rover. The Spanish verb velar means to mask or veil, and the subterfuge even went so far as registering a company in London to throw people off the scent.
