According to writer Simon Guerrier: “The Doctor is contacted by Leela, who basically says: ‘The universe is under threat from these malevolent forces with extraordinary powers, and we need you to destroy them. The trouble is, they’re so powerful that they can’t be destroyed. The only way to destroy them is for you to persuade them to destroy themselves.’ The Doctor’s going, ‘Well, that’s quite a brief! How on earth do you expect me to do that?’ And Leela basically says, ‘Because they’re people you know. You used to travel with them.’”
