Houston—A woman and her dog use an air mattress as a raft on August 27 as they wait to be rescued from Harvey. As Newsweek went to print, pounding rain and rising floodwaters had racked the city, in a scene reminiscent of Hurricane Katrina’s assault on New Orleans. Days after this storm struck the Gulf Coast, at least five people had died, and many more were injured. Thousands called 911, begging for help and overwhelming operators, as rescue crews braved the flooded streets. The federal government planned to send 5,000 workers to help, but it may take billions of dollars—and a generation—to recover from the storm.
