The outgoing prime minister was instrumental in brokering Turkey’s refugee deal with the European Union, which raises concerns about its implementation. With Davutoglu out, Erdogan is likely to push for even greater presidential power, to the dismay of critics who worry that human rights and freedom of speech are under threat.
