During Putin’s tenure, Russia has deliberately contributed to the collapse of arms control treaties—either withdrawing from them (Treaty on Conventional Armed Forces in Europe), or fatally damaging them through its deliberate noncompliance (Treaty on Open Skies, Intermediate-Range Nuclear Forces Treaty).
In 2016, Russia withdrew its signature from the Rome Statute on the International Criminal Court immediately after learning that Russian officials could be prosecuted in connection with the invasion of Ukraine in 2014. In 2006, Russia ratified the UN Convention against Corruption, but only with major clauses and reservations, effectively failing to implement it. Russia remains one of the world’s most corrupt countries, with the lowest score of any European country in Transparency International’s latest Corruption Perceptions Index.
