SOUTHERN DISCOMFORT
Rail trade unions are the primary cause of the collapse of Southern services last year, according to the long-awaited report from senior railwayman Chris Gibb. Ministers finally published the report on June 22, although it dates from last December, and while Gibb is clear on the unions’ role in the problems, he says no single body is responsible for all of the issues, chief among which are a track and infrastructure that is in a poor and unreliable condition, a depot capacity that’s inflexible and inefficient and a timetable that runs too many lightly-loaded off peak trains to allow the railway to recover from operational problems.
