Lying down ensures an anxious dog can keep an eye on other approaching dogs at all times.

Q My Pomeranian hates it when, on a walk, other dogs come up behind him. When this happens - and the other dogs may be quite a long way off to begin with - he will turn around so he is facing them, lie down, and refuse to move until they have gone past. I cannot get him to move without yanking his lead, and I don’t feel this is the answer, so I have to stand and wait until the other dogs go past and feel a right lemon in the process!
