To reduce the noise coming from your neighbours, you need to improve the sound insulation. There is building work you can do - the Building Research Establishment (bregroup.com) has guidance on this. Otherwise, there are simpler things you can do. Covering a hard floor with a carpet will reduce the sound of footsteps affecting the room below. You can also dampen sounds with soft furnishings and rugs, or if you have noisy neighbours on one side, place a bookshelf full of books against that wall.
