Rysia Rhys shows how to add atmosphere to simple street scenes
Before
When you shoot streets or architecture with this technique in mind, start with underexposing your shot, to preserve details in the shadows and highlights. After importing your image into Lightroom Classic CC, make these Basic Panel adjustments: Exposure +0.35, Highlights +14, Shadows +28, Whites +7, and Blacks +11. In the Tone Curve Panel, adjust the curve up by a point or two in Highlights and down in Shadows for a slight S-curve. Adjust the Blue Channel curve up to add a tint to your highlights.
