GarageBand’s compressor tool can make the volume of audio more even, but isn’t as good as active noise cancellation.
Compress the volume of audio
Q How should I compress the dynamic range of audio files, to make their volume more even for when I listen to them in noisy environments?

A If you can, avoid doing so. The best but most expensive solution is to use active noise cancellation, in AirPods Pro or Max, or their equivalents. You should then be able to listen without interruption by extraneous noise. Even if you can’t do that, you should think twice about changing the dynamic range of the files, as that can’t be undone once it has been applied to them.
