The Railways Act of 1993 defined the future of Britain's railways and their transition from the state, to private ownership. Effective from April 1, 1994, the infrastructure of British Rail became Railtrack (Network Rail since 2002). The already fragmented sectors of British Rail were designed to be easier to privatise, and 1995 saw the first Train Operating Franchises awarded, with freight operators taking over in 1996. Today, passenger numbers on Britain's rail network have more than doubled since 1995. This, combined with many different rolling stock liveries, makes it an interesting period for modellers seeking busier and more varied layouts.
