You may not need to secure full planning consent if your design counts as permitted development

Many loft conversions don’t need formal planning permission. Instead, they’re allowed under a scheme known as permitted development (PD). This can be the case even if you intend to a more space with dormers or similar roof extensions.
Permitted development basics
Completing a scheme under PD saves you the time and effort of applying for full permission (which typically takes eight weeks between submission and decision). There are limits on what can be achieved, however, including:
■ The total volume of any aitions (eg dormers, mansards or hip-to-gables) must not exceed 50m3 (or 40m3 for a terraced house). Note that previous roof extensions count towards this total volume, but any parts of the conversion contained in the original roof void do not.
