THE future direction of new passenger contracts is becoming clearer. Successful negotiations between owning groups and the Department for Transport (DfT) will see franchised operators moving to new National Rail Contracts (NRCs).
These are expected to continue until post-Covid passenger recovery allows new concession contracts to be rolled out.
The NRCs will formalise many of the conditions imposed in the Emergency Recovery Management Agreements (ERMA) contracts, which were prepared very quickly and were a broad brush approach to ensure trains kept running.
