THE NATURAL ORDER OF TIME LORD SOCIETY IS disrupted by the arrival of an unidentified time capsule. It is the Doctor, former Academy pupil of Chancellor Borusa, now returned to Gallifrey to arrogantly reclaim his legal right as President-Elect. After demanding that the President’s office be redecorated and lined with lead panels in the style of Earth’s 073 period, the Doctor insists on an immediate induction ceremony.

At the investiture, the Doctor is introduced to the Matrix, providing him with access to the accumulated knowledge of hundreds of deceased Time Lords. With this knowledge, and the assistance of his robot dog K9, the Doctor apparently betrays his own people, sabotaging the Citadel’s security control centre and breaking the planet’s protective transduction barriers. This allows the Panopticon to be penetrated by a trio of invading Vardans, who manifest as indistinct shimmering shapes.
