Discrimination against islanders

Sir,

I have a long-held question on the words community and community rights.

I want to know what the word community actually entails in legal terms, and also what community rights are.

I am an indigenous islander who, not being a tenant crofter, does not have the right to cut peats, among many other disadvantages, such as having access to an interest-free loan and a 50 percent grant to build a house. I’d have to, as I have done, take out a bank loan. But I went to the same school and the same church and played and mixed socially with all the local folk who had those rights. Is that discrimination?
