THE idea that splurging money on new roads solves traffic congestion was discredited in the 1990s, but the Labour government has forgotten or doesn’t care.
Trumpeting its future reforms to “Britain’s broken planning and development system” last month, the government said the Lower Thames Crossing project was “set to cut congestion for motorists and drive growth across the country” – echoing the assumptions postwar planners and ministers made for decades.
