01 ACCESS STYLE TRANSFER
Open an image and go to Filter>Neural Filters. The dialog shows a list on the left. There are two buttons at top left. The first lets you use complete filters like Style Transfer, the other shows beta ones. Click Style Transfer (you may need to click the cloud icon to download it).
