Why am I asked to give an app keychain access?

> Ventura provides two ways of storing notes in complete security. The traditional method is to add a secure note to your login keychain, using Keychain Access. New are secure notes in the Notes app: you can now lock any note using either your login or a different password, and that note can be shared in iCloud.
Logging out of iCloud and back in again disables Apple Pay, and you’ll have to add all your cards back again.
