Jackie Chan does more sitting in cars than actual fighting in a shiny but hollow Chinese actioner that suffers from serious Bayhem-itis. Chan heads up an elite justice squad that mostly saves rich Middle Eastern allies from gnarly Daesh types. The star’s young (and wildly jingoistic) cohorts provide some kinetic thrills, especially in a suitably OTT water-chase sequence, but are outmatched by jarringly fake CGI, uninspired gunfights, a telegraphed plot, and their own po-faced attitude, especially considering the villain’s cartoony nature. The end-credits BTS reel has more heart and pathos than the rest of the film as a whole.
