WITH local government reorganisation and devolution on the cards for dozens of councils, it’s boom time for consultants offering to help local politicians lobby central government for more power and territory. One of these is the Devo Agency, “one of the most influential lobbyists in the UK”, which says it will help councils maximise “the benefits of devolution to the English regions”.
