SIGNIFICANT elements of the Port of London Authority’s (PLA) attempted wide-ranging rights grab along the Thames have been turned down in the report by the chair of last year’s inquiry into its proposed Harbour Revision Order (HRO).
The PLA said the order was needed to modernise the river regime, which operates under the 1968 Port of London Act. A public inquiry called by the Marine Management Organisation, and chaired by barrister Christopher Jacobs, heard last February that changes sought under the HRO would have given it far greater powers than landowners or landlords.
